Dr. Gregory Tweheyo Takes Office as Busitema University Secretary, Pledges Efficient Governance and Resource Mobilisation

Busitema University has officially welcomed Dr. Gregory Tweheyo as its new University Secretary, ushering in a new phase of administrative leadership focused on efficient governance, strengthened institutional systems, and sustainable resource mobilisation. Returning to the University with extensive experience in higher education planning and administration, Dr. Tweheyo has pledged to enhance service delivery, promote accountability, and support the institution’s strategic growth agenda.

Dr. Tweheyo formally assumed office during a handover ceremony held on 7 July 2026 in the Vice Chancellor’s Boardroom. The ceremony marked the official transition of leadership from the Acting University Secretary, Mrs. Rachel Wandeka, with members of the University’s top management and representatives of Heads of Department witnessing the completion of the legal and administrative handover processes.

Presiding over the ceremony, the Vice Chancellor, Prof. Paul Waako, congratulated Dr. Gregory Tweheyo on his appointment and welcomed him to his new role as University Secretary. He noted that Dr. Tweheyo previously served Busitema University as Chief Planning and Development before taking up the position of University Secretary at Mountains of the Moon University. Earlier in his career at Busitema University, he was seconded to serve as Acting University Secretary at Soroti University, where he gained valuable experience in university administration and governance. The Vice Chancellor expressed confidence that Dr. Tweheyo's extensive leadership and administrative experience would strengthen the University's governance and contribute to its continued growth and development.

Prof. Waako encouraged the new University Secretary to prioritise infrastructure development, strengthen collaboration with the University Council and its committees, and ensure timely planning and implementation of institutional programmes. He emphasized that an effective University Secretariat is central to achieving the University’s strategic objectives and delivering quality services to staff, students, and stakeholders.

The outgoing Acting University Secretary, Mrs. Rachel Wandeka, congratulated Dr. Gregory Tweheyo on his appointment and expressed her gratitude for the opportunity to serve in the acting capacity. She reaffirmed her commitment to supporting a smooth transition, noting that all legal and operational handover processes would be completed within the stipulated timeframe to ensure continuity in the Office of the University Secretary.

In his acceptance remarks, Dr. Gregory Tweheyo expressed his gratitude to the University Council, Management, and staff for the confidence they had placed in him. He pledged to serve with integrity, professionalism, and accountability while working collaboratively to strengthen administrative efficiency, enhance institutional effectiveness, and advance the University's strategic goals.

“Returning to Busitema University is both an honour and a responsibility. I am committed to ensuring timely reporting, improving the processing of institutional requests, strengthening resource mobilisation, and supporting systems that enable the University to achieve its mandate,” Dr. Tweheyo said.

He noted that he had already familiarized himself with key institutional governance documents, including the Financial and Human Resource Manuals and the University Council Charter, to ensure that his leadership remains aligned with established policies and procedures.

Dr. Tweheyo brings to the position a wealth of experience in university planning, development, and administration. Before his appointment as University Secretary at Busitema University, he served as University Secretary at Mountains of the Moon University. His earlier roles, including serving as Chief Planning and Development at Busitema University and Acting University Secretary at Soroti University, have provided him with valuable experience in institutional leadership and higher education management.

The ceremony concluded with the symbolic exchange of official files between Dr. Tweheyo and Ms. Wandeka, signifying the formal transfer of office and the beginning of a new chapter in the University’s administration.

Dr. Tweheyo’s appointment comes at a time when Busitema University continues to strengthen its position as a science, technology, and innovation-driven institution through expansion of academic programmes, research advancement, partnerships, and community engagement. His leadership is expected to contribute to stronger governance, improved operational efficiency, and the continued implementation of the University’s strategic priorities.
