The workshop, held on 1st and 2nd December 2025, brought together partners from universities and industry institutions across East Africa and Europe.<br />The Busitema University delegation was led by Dr. Edwin Kamalha, Senior Lecturer in the Department of Polymer, Textile and Industrial Engineering and the Principal Investigator for the METODIC Project at Busitema. He was accompanied by: Mr. Godias Tumusiime,  Ms. Peace Karungi Balala, Mr. Isaac Naleebi and Mr. Allen Amati<br />The team actively contributed to discussions on curriculum development, industry collaboration, student capacity-building, and upcoming project deliverables.<br />The workshop convened delegates from a wide range of institutions, including: Uganda: Busitema University, Kyambogo University; Kenya: Moi University, Technical University of Kenya, Ethiopia: Jimma University, Mekelle University; Greece: University of West Attica and IDEC SA; and Belgium: Ghent University. Dr. Monica Musenero Masanza, Minister of Science, Technology, and Innovation in the Office of the President, marked a major milestone in Uganda’s ongoing efforts to strengthen its scientific and technological capacity. The group, drawn from Busitema University and other partner universities, will undergo a month of advanced training aimed at boosting Uganda’s pharmaceutical sector and supporting the country’s vision of building a sustainable pathogen economy.<br />Representing the Vice Chancellor of Busitema University, Prof. Elly Sabiti spoke on behalf of the University leadership, commending the STI-OP for its visionary direction and partnership. “Today we gather not only to mark the beginning of a training program, but to celebrate a powerful partnership rooted in hope, progress, and the shared vision of a brighter future for Uganda,” he said.<br />Prof. Sabiti recounted the journey that began in 2022 when Busitema scientists, with support from the STI-OP, initiated collaboration with Chinese institutions. That partnership led to a Memorandum of Understanding signed in October 2023, followed by a return visit from a Chinese delegation earlier this year.<br />He highlighted that the training opportunity initially targeted Busitema scientists, but in the spirit of national cooperation, the University opened it up to participants from sister institutions.<br />“You are carrying the expectations of your country,” he added. “Learn as much as possible. When you return, Uganda will look to you to drive innovation and strengthen our pharmaceutical ecosystem.”<br />Prof. Sabiti also revealed ongoing initiatives under the collaboration, including the development of six new curricula in pharmaceutical sciences and technology to be implemented at the Pharmaceutical Institute in Kabwangasi, as well as joint research and infrastructure development at the China–Uganda Pharmacy Luban Workshop.<br />Speaking with pride and conviction, Dr. Samuel Baker Obakiro, one of the coordinating scientists, expressed gratitude to the Minister and STI-OP for their unwavering support.<br />“Thank you for believing in Busitema University and its leadership,” Dr. Obakiro said. “As we go to represent Uganda, we shall hold the country’s flag high. This training is not just about learning; it’s about transforming our knowledge into impact when we return.”<br />In her address, Hon. Think deeply, study diligently, and when you return, bring back something practical, something that will help bridge the gap between where we are and where we want to be.”<br />She encouraged the scientists to seize the opportunity to build partnerships and expand their research capabilities, emphasizing that each new idea learned should spark further inquiry and innovation.<br />“Go, learn, and come back ready to teach others,” she concluded. “This is how we grow as a nation.”<br />The flag-off ceremony served as a testament to what collaboration and visionary leadership can achieve. Prior to this meeting, both institutions had been engaged in discussions regarding the project.</span></p> <p><span class="cf0">Prof. David Olema, Dean of the Faculty of Science &amp; Education, welcomed the guests and led them to the conference hall where a brief preliminary meeting was held. The meeting was chaired by the Academic Registrar, Dr. Lillian Nabaasa Gimuguni, who represented the Vice Chancellor, who was away on official duties.</span></p> <p><span class="cf0">During the meeting, Prof. Olema</span><span class="cf1">—also the Chair of the Construction Management Team (CMT)—outlined key priorities for the project. These included the early involvement of the design and construction teams, provision of detailed work plans, strict supervision, and the concurrent commencement of both the auditorium and laboratory projects.</span></p> <p><span class="cf1">Mr. Emma Wangota, Company Secretary representing the Managing Director of the National Housing Construction Company, shared a background of the company, noting its 61-year track record of client satisfaction, primarily in residential projects. He expressed optimism that this partnership would mark a significant step into the higher education infrastructure sector.</span></p> <p><span class="cf1">In her remarks, Dr. Gimuguni stated, “We watch with anticipation and pride because we know that we can trust you,” in response to the appreciation expressed by the National Housing team. Prof. Olema then led the team on a site tour, emphasizing that additional suggestions and observations would be made on location.</span></p> <p><span class="cf1">The construction initiative aims to address the persistent challenge of inadequate infrastructure. Dr. Gimuguni revealed that due to limited lecture rooms, over 500 students currently study outside. Nagongera Campus accommodates more than 3,000 students, and the situation has become more pressing with the imminent arrival of new students in less than two weeks.</span></p> <p class="text-align-justify"><span lang="en-UG" xml:lang="en-UG" xml:lang="en-UG">The team, led by members of the Construction Management Committee, visited the designated sites. Grading had already begun for the auditorium site, while the laboratory site had been marked out. On-site suggestions included relocating squatters with existing structures, managing nearby power lines, ensuring proper worker identification, constructing temporary lecture rooms, and processing all required documentation and agreements for accountability.</span><o:p></o:p></p> <p class="text-align-justify"><span lang="en-UG" xml:lang="en-UG" xml:lang="en-UG">Both parties acknowledged the issues raised and the National Housing team committed to timely implementation where necessary. The move follows the end of the tenure of the outgoing Chancellor, Prof. Vinand Nantulya, and marks the beginning of a new phase in the university’s leadership.</p> <p>The Search Committee was officially constituted on Friday, June 27, 2025, during the 70th Meeting of the University Council, which was held virtually. The Chancellor serves as the titular head of the university, presiding over graduations and representing the institution at key official events.</p> <p>According to Prof. William Bazeyo, Chairperson of the University Council, the formation of the committee is in line with the Universities and Other Tertiary Institutions Act, 2001 (as amended). “We are committed to ensuring a transparent and merit-based process,” Prof. Bazeyo said. “The Chancellor plays a symbolic and inspirational role in our academic community. We are looking for an individual of high moral standing, intellectual distinction, and commitment to national development.”</p> <p>The five-member committee brings together individuals from academia and the university’s governance structures. It will be chaired by Mrs. Rosemary Mutyabule, a University Council Member and Chairperson of the Appointments Board. Among the newly inducted members is Ms. Olive Ekallam a Fellow of the Association of Chartered Certified Accountants and Certified Public Accountant whose expertise will further strengthen the governance and accountability structures at the institution.<br />The highlight of the ceremony was the official handover of leadership from the outgoing Audit Committee Chairperson, Ms. Josephine Okui Ossiya, to the incoming Chairperson Ms. Olive Ekallam. This significant transition was presided over by Prof. Bazeyo (Chairperson Busitema University Council), marking a notable milestone in the University's institutional governance.<br />While making her farewell remarks, Ms. Ossiya expressed deep gratitude for the opportunity to serve. She acknowledged the trust placed in her by the University Council to lead a team of distinguished professionals and reflected proudly on the achievements made during her tenure. “Together with my colleagues, we broadened the scope and relevance of audit across all aspects of the university,” she noted. “We strengthened staffing in the Internal Audit Department, advocated for the establishment of new cost centres and advanced audit awareness through visits to various campuses.” She also urged the incoming committee to diligently follow up on audit recommendations and ensure consistent accountability for University funds. He also commended the outgoing Faculty Dean, Prof. Alice Nakiyemba, for presenting a detailed and transparent report on the status of the faculty's assets. <br />In her remarks, the outgoing Dean, Prof. Alice, expressed gratitude to the university management for entrusting her with the responsibility of leading the faculty. She highlighted notable achievements during her tenure, including the expansion of academic collaborations, growth in scholarship opportunities, and a steady increase in student enrolment in the faculty. She thanked her colleagues and staff for their unwavering support and dedication to the faculty’s mission.<br />On the other hand, Prof. Masaba Sowedi, who previously served as Deputy Dean, extended his appreciation to the university leadership for the trust placed in him. He pledged to work collaboratively with management, faculty members, and stakeholders to strengthen the faculty's role in driving academic excellence, research, and community engagement. He also acknowledged the foundation laid by his predecessor and expressed optimism about building on those achievements.<br />Delivering his closing remarks, Vice Chancellor Prof. Paul Waako lauded Prof. Alice for her exceptional service and welcomed Prof. Sowedi to his new role. He spoke candidly about the demands of leadership, describing it as a journey that requires patience, attentive listening, and the courage to make difficult but necessary decisions for the good of the institution. Hosted at the Uganda Small Scale Industries Association (USSIA), the event brought together a diverse group of local and international partners, all committed to strengthening equitable learning opportunities for displaced communities. This collaborative effort marks a significant stride towards a national education ecosystem where refugee learners are not just accommodated but truly empowered to thrive.</p> <p class="text-align-justify">The workshop fostered a vibrant mix of participants, ensuring a rich and multifaceted dialogue. Representatives from prominent Ugandan institutions such as Busitema University, YMCA Comprehensive Institute, VOCAX Startup Hub, Action for Fundamental Change and Development (AFFCAD), and the Uganda Small Scale Industries Association were present. Their insights were complemented by the global perspectives brought by international collaborators, including Cosvitec Università &amp; Impresa (Italy), IVAIGO (Lithuania), and Universidad de Alicante (Spain). <br />Through a series of intensive participatory sessions, the collective aimed to achieve several critical objectives:</p> <ul><li>Identify and analyse the current barriers hindering refugee education in Uganda.</li> <li>Share and integrate local and international best practices that have proven effective in inclusive education settings.</li> <li>Draft actionable and sustainable roadmaps with a clear focus on enhancing access, promoting inclusion, and ensuring the long-term viability of educational initiatives for refugees.</li> </ul><p class="text-align-justify">A cornerstone of the workshop was the integration of immersive field visits, designed to bridge the gap between policy discussions and on-the-ground realities. These visits provided participants with first-hand exposure to existing models of inclusive education: <br />The workshop commenced with a visit to the Jesuit Refugee Service (JRS), where participants observed the tangible impact of psychosocial support, language instruction, and vocational training programmes specifically designed for refugee youth. <br />Participants explored three pivotal institutions: the YMCA Comprehensive Institute, AFFCAD Vocational Institute, and VOCAX Startup Hub and Training Centre. Each showcased innovative approaches to imparting essential skills, fostering entrepreneurship, and promoting digital empowerment among underserved and refugee populations. <br />The final day included a crucial visit to the National Curriculum Development Centre (NCDC), facilitating a critical dialogue on how Uganda’s national curriculum framework can be adapted and evolved to better serve refugee learners and support comprehensive inclusive education policies. <br />In a forward-looking initiative, select Ugandan partners will have the opportunity to participate in a job shadowing programme at the University of Alicante in Spain. This international exchange is designed to offer hands-on exposure to inclusive education models within a European context, facilitating the adaptation of these learnings to Uganda’s unique needs and challenges. This global exchange underscores the commitment to fostering a truly integrated and informed approach to refugee education. <br />The workshop represented a pivotal step in forging unified, locally grounded, and globally informed pathways for refugee education in Uganda. The collaborative environment fostered deeper partnerships, renewed commitments, and a shared sense of purpose among all involved stakeholders. As one participant eloquently stated, "Together, we are building a more inclusive, resilient, and hopeful education future for all." The visit included extensive engagement with academic leaders, staff, and students, and highlighted the significant strides made in integrating digital learning at the institution.</span></p> <p><span lang="EN-US" xml:lang="EN-US">The delegation focused on evaluating the implementation of online courses and other digital learning tools, with an emphasis on improving accessibility, enhancing course delivery, and preparing students for the demands of the modern job market. Beneficiaries of the e-learning programs shared their experiences, underscoring the positive impact of digital education on their learning outcomes.</span></p> <p><span lang="EN-US" xml:lang="EN-US">Prof. Paul Waako, Vice Chancellor of Busitema University, highlighted ongoing efforts to develop and implement a new online entrepreneurship course. Supported by the MasterCard Foundation, the course is designed to replace traditional entrepreneurship modules and will be reflected on student transcripts—a significant milestone in enhancing the relevance and quality of academic programs.</span></p> <p><span lang="EN-US" xml:lang="EN-US">Prof. Waako also commended the successful adoption of e-voting during the University’s Guild elections, noting its role in promoting transparency and efficiency in student leadership processes.</span></p> <p><span lang="EN-US" xml:lang="EN-US">Prof. Jessica Aguti, Coordinator of the Open Distance e-Learning (ODeL) program, emphasized the alignment of all e-learning initiatives with National Development Plan III (NDP III) and the preparation for NDP IV. She reported that 51 courses now incorporate online components and highlighted the increasing interest among academic staff in adopting digital teaching methods. She also stressed the importance of inclusive education, noting that online learning has greatly benefited students with disabilities.</span></p> <p><span lang="EN-US" xml:lang="EN-US">The MasterCard Foundation team, joined by Mr. Charles Ekanya, leader of the Cyber School project, shared insights into the Foundation's broader strategic vision. Since its establishment in 2006, the Foundation has supported over 30 million youth across Africa through programs in agriculture, business, and technology. The delegation reaffirmed its commitment to reaching marginalized populations and emphasized the importance of collaboration among institutions with diverse capabilities.</span></p> <p><span lang="EN-US" xml:lang="EN-US">A key focus of the visit was the proposed establishment of a Disability Resource Centre, following a recent University survey that identified 42 students with special needs. You may wonder why only 30 students have lunch. The reason is simple yet heartbreaking, they are the only ones who were able to bring 10kg of maize flour and 4kg of beans each to sustain them for the term. The rest, unfortunately, go without. To ease this burden, BUSDAA took the initiative to support the P.7 candidates, ensuring they can focus on their studies without the anxiety of hunger or the exhaustion of walking miles just to eat.  </p> <p>Beyond physical nourishment, BUSDAA also shared spiritual encouragement by gifting teachers copies of "The Great Hope," spreading the message of faith and resilience.  </p> <p>This initiative is more than just a donation; it is an investment in education, health, and hope.
